Improvement of the social and economic conditions of refugees and internally displaced persons and resettlement


     Starting from 2001, the State Oil Fund of the Republic of Azerbaijan allocates funds for the implementation of measures for the settlement and improvement of the social and economic situation of the families of refugees and internally displaced persons who were displaced from their homelands as a result of the Armenia-Azerbaijan, Nagorno-Karabakh conflict. During this period, at the expense of the State Oil Fund, in Agdam, Fuzuli, Bilasuvar, Goranboy, Sabirabad, Agjabedi, Beylagan, Gabala, Shamkir, Agstafa, Ismayilli, Imishli, Goygol, Barda, Oguz, Sheki, Gadabay regions, in Nakhchivan Autonomous Republic, Baku, Ganja , the construction of high-rise buildings, individual residential houses, social-cultural, infrastructure and other facilities for refugees and IDPs in the cities of Mingachevir, Sumgait, Yevlakh, Goychay and Shirvan, Mehdiabad, Ramani, Mushvigabad, Masazir, Pirshagi and Fatmayi settlements, etc. was carried out.
  In general, during the past period, a complete legal framework was created in accordance with international norms regarding the solution of the social problems of refugees, internally displaced persons, persons intending to receive "refugee" status (asylum seekers), 112 decrees and orders were signed by the President of the country, 383 decisions and orders of the Cabinet of Ministers, The Milli Majlis adopted 34 laws.
The liquidation of 12 tent camps and settlements consisting of freight cars on railways was completed in 2007, and the liquidation of 16 Finnish-type settlements was completed in 2016, and the relocation of IDP families temporarily settled there to newly built settlements was ensured.

          During 1993-2018, 7.1 billion manats were spent to solve the social problems of refugees and internally displaced persons.

From him:

- 3.4 billion manats of the state budget,

- 2.3 billion manats of the State Oil Fund,

- 1.4 billion manats are funds of international financial institutions and international humanitarian organizations operating in our country.

In general, from 2001 to April 6, 2019, 106 modern settlements with an area of 3.5 million square meters and all socio-technical infrastructure were built for refugees and internally displaced persons in 30 cities and districts of the republic with the funds allocated from the State Oil Fund and other sources. a residential complex consisting of multi-storey buildings was built. 97 or 95 percent of them with 3.3 million square meters of residential area were built in the last 15 years.

Thus, by the end of 2018, housing conditions of 58,223 families or about 300,000 refugees and internally displaced persons have been improved, of which 54,223 families or 272,000 people (93%) have been in the last 15 years.

In 2018, 5,923, and in the first quarter of 2019, 2,227 internally displaced families were provided with new apartments.

158 schools, 6 music and 1 art school, 1 Palace of Culture, 62 culture, 63 health institutions, 66 kindergartens, 2 Olympic sports complexes were built in the new residential complexes, 775 kilometers of roads, 985 kilometers of water, 1.8 thousand kilometers of air and electricity, 655 km of gas, 193 km of drainage network were built, and 866 electric transformers of different power were installed.
Most of the funds allocated for the financing of the mentioned measures are transferred by the State Oil Fund to the state treasury accounts of the mentioned institutions based on the duly justified orders submitted by the State Committee for Refugees and Forced Displaced Persons, as well as the Social Development Fund of Forced Displaced Persons, and then by the contracting organizations. organizations are paid. The Social Development Fund of Forced Displaced Persons acts as the customer of works related to measures to improve the social, housing and living conditions of the internally displaced persons and ensure their employment. The customer organization carries out current control over the implementation of projects, ensures the holding of relevant tenders and other relevant procedures, organizes and coordinates the implementation of works through its offices opened on the premises.

It should be emphasized that the attention and care shown by the great leader Heydar Aliyev and the President of the Republic of Azerbaijan Mr. Ilham Aliyev to the refugees and internally displaced persons in our country is successfully continued by the First Vice President of the Republic of Azerbaijan Mrs. Mehriban Aliyeva.

Thus, the First Vice-President of the Republic of Azerbaijan Mrs. Mehriban Aliyeva:

- At the meeting held on March 9, 2017, he gave a specific task regarding the resettlement of 4,000 internally displaced families temporarily living in dilapidated buildings in the cities of Baku and Sumgait;

- On May 30, 2017, he participated in the groundbreaking ceremony of "Gobu Park residential complex" for 1026 internally displaced families in Garadagh region;

- On June 27, 2017, he participated in the ceremony of presenting 210 apartments purchased by the Heydar Aliyev Foundation to IDP families in Masazir and Mehdiabad settlements of Absheron region. IDPs temporarily settled in the dilapidated "Energetik" boarding house in Shuvelan settlement of Khazar district of Baku city were moved to those apartments.

- On October 5, 2017, he participated in the ceremony of presenting apartments in 4 buildings with 260 apartments newly built by the Committee in Ramana of Sabunchu district and Masazir of Absheron district. IDPs who temporarily settled in the "Shafaq" boarding house located in the Sarigaya massif of Binagadi district and in the dilapidated building in the territory of Khatai district were moved to those apartments.

- In 2017, IDP families temporarily settled in the unfinished building of the Emergency Medical Aid Station located on H. Babashov Street, Binagadi district, 9th microdistrict, were moved to 465 apartments purchased by the Heydar Aliyev Foundation.

- On May 24, 2018, the President of the Republic of Azerbaijan Mr. Ilham Aliyev and First Lady Mehriban Aliyeva participated in the opening of the "Gobu Park" residential complex with 1026 families, one of the largest residential settlements for IDPs in Lokbatan settlement of Garadagh district of Baku city. According to the President of the country Ilham Aliyev's call to Azerbaijani companies and the private sector to show solidarity and social responsibility and support the process of construction of new buildings for IDPs living in difficult conditions, IDPs living in basements and other difficult conditions in Baku city were moved to the complex built with the help of the private sector.

About a year later, on October 8, 2019, the President of the Republic of Azerbaijan Mr. Ilham Aliyev and First Lady Mehriban Aliyeva opened another residential complex in the area, "Gobu Park-2" residential complex. During the opening, the head of the country was informed that in this complex, the foundation of which was laid in September of last year, in addition to 13 ten-story buildings, a school, kindergarten, polyclinic, gymnastics, wrestling and gymnasiums, a chess center, a market, catering facilities were created. At the same time, a recreation park, a children's playground, as well as 3 sports fields have been built in the area. In short, a comprehensive infrastructure has been built here to solve the social issues of the residents.

The customer of the "Gobu Park-2" residential complex, which is the 106th settlement built for IDPs, is "Pasha Holding", and the contractor is "Kristal Absheron" MTK. Currently, the construction works of the "Gobu Park-3" residential complex are also being continued rapidly. The construction of these residential complexes is carried out at the initiative of Mehriban Aliyeva, the First Vice-President of Azerbaijan, President of the Heydar Aliyev Foundation.

  The issues stipulated in the existing legislative acts, the adopted State Program and its Annexes in the field of work with refugees and forced immigrants, the tasks and assignments given by the President of the country are being continued rapidly today.
