Community mobilization
In the center of all the activities carried out within the framework of additional funding for the "IDP Living Conditions and Income Support Project", the communities are composed entirely of IDPs, and in some cases, the local population living together with IDPs is also represented. In the context of the project, the concept of "community" includes any group of people living (settled) in a clearly defined geographical area and united by common economic, social and cultural interests.
Considering the physical scope and financial capacity of the project, there is a choice among all the communities that have applied to benefit from the activities to be implemented within the framework of the project. In this case, 3 predetermined criteria are used for selection (1. Poverty level among community members; 2. Availability and current state of basic infrastructure in the community; 3. Level of social integration among community members). Information about the mentioned indicators is collected using different methods and the applied communities are evaluated based on this information.
Mobilization of the selected target communities to benefit from the project is the basis for achieving the short and long-term goals of the project and is a necessary condition for efficient use of the resources provided by the project. At the same time, sustainable community mobilization is itself an important project product that empowers communities to better assess their needs and set priorities through the processes involved. Community mobilization involves the involvement of these communities in this process by increasing their capacity in several directions.
One of the main directions of community mobilization is the Joint Assessment of Needs in the target communities and the development of a Community Action Plan as a logical continuation of this process. Collaborative needs assessment is a task based on collaborative rural assessment methodologies applied to assess community needs in both provinces and cities through active consultation and consultation methods. Participatory rural assessment represents emerging collective approaches and methods that enable local people to carry out their own assessment, analysis and planning. Collaborative rural assessment uses group animations and exercises to stimulate information sharing, analysis and action among stakeholders, while ensuring that development program implementers, government officials and local people work together. The main rural joint assessment tools used for joint assessment of requirements are:

It uses plenary community meetings (open to all members of the public and participation is encouraged), focus group discussions (demographically defined small group sessions) and semi-structured household interviews as the main mechanisms for collaborative needs assessment, resulting in public opinion on needs and priorities. collected and structured to be integrated into a community action plan.
Meetings are held to develop community action plans as a logical extension of the collaborative needs assessment process. Meeting schedules are prepared and scheduled sessions are held to prioritize needs identified during the collaborative requirements assessment process. The community action plan serves as the basis for the development and evaluation of appropriate community project proposals for the selected community. This plan is developed during the first period of community mobilization and updated during subsequent periods during the project.
In accordance with the community action plan, with the support of the community mobilization staff of the IDP Social Development Fund, a community application form is prepared regarding the priority problem of the community and the required additional documents (technical conditions, agreements, etc.) are collected. At least 50% of adult community members confirm with their signatures that they support the community project proposal.

· that the application for the community project conforms to the required format and the information provided with the application is sufficient;
· Compliance of the community project application with the defined typology;
· Level of community participation (in community project selection);
· Commitment of local authorities/community (if the local authority waives this obligation) regarding operation and operations;
· The value does not exceed the financial amount determined for community projects;
· Extent of efforts to adequately address environmental and social safety impacts in the community project application;
· Compatibility between the community project application and the community action plan;
· Representation of different social groups among those supporting the community project proposal.
Initial and final evaluation of the community project (completion of drawings, scope of work and costing) is carried out with the close participation of the communities. The project/evaluation consulting firm discusses and agrees with the community members in detail the results of the community project evaluation to obtain the beneficiaries' views on the proposed community project design.
The community investment share (in cash) determined according to the total cost of each community infrastructure project to be implemented within the additional financing for the "IDP Living Conditions and Income Opportunities Support Project" is paid by the community.
Community members are closely involved in monitoring the implementation process of the community infrastructure project, in the handover of the project after its completion, and in monitoring the proper exploitation of the project results afterwards.
